The UP System Information Technology Foundation (UPSITF) Inc. is a non-government organization focused on the application of Information and Communication Technology for development. It partners with UP Information Technology Development Center in providing various services such as, but not limited to, Education Development, IT Human Capital Development, Research & Development, Software Engineering, ICT Policy Development and Planning, and IT Project Management.
The Foundation’s flagship project Youth on Information Technology or popularly known as Y4iT is an annual event organized by UPSITF, in cooperation with UP Information Technology Development Center (UP ITDC) and Y4iT Volunteer Corps (VolCorp), that attracts at least 25,000 attendees every year.
Dr. Jaime D.L. Caro, Executive Director of UPSITF, said that for the past ten years, Y4iT has served as a hub for computer enthusiasts and technopreneurs to share ideas and talk about the latest breakthroughs in IT. Drawing thousands of attendees from all over the country, the congress, according to Caro, has inspired individuals to engage with one another and build on ideas that are both innovative and relevant to the community.
Apart from staging the biggest IT event in the country, UPSITF also offers in information technology courses on current IT trends and various programming languages and software development projects. Course participants include fresh college graduates, government employees, teachers, and professionals.

Information and Communications Technology for Development (ICT4D) has long emerged as a distinctive field of development practice that requires multi-disciplinary and multi-stakeholder approach for synergistic and effective development strategies in addressing poverty conditions and in contributing to sustainable inclusive growth, whether local or global in scale.
The challenge is now for academe to take lead and engage government, IT industry, and developmental institutions, both local and international, in developing relevant and synergistic efforts in ICT4D.
The UP System Information Technology Foundation (UPSITF) is closely interlinked with the UP Information Technology Development Center (UPITDC) as its main institutional partner in ICT human resource development, breakthrough research initiatives and in providing various services such as ICT education development, IT human capital development, ICT research and development, applications development and software engineering, ICT policy development and planning, and IT project management.
Hence, UPSITF and UPITDC will work hand-in-hand to facilitate and take lead in the creation of a Philippine network of academe partners to undertake collaborative researches, capacity-building activities, and projects relating to the appropriate and sustainable use of ICT4D.
“Y4iT the 13th: Are You Ready?” dares the Filipino youth to brave the unknown. In the dynamic world of IT today, individuals may have the skills and potential needed, but are they confident enough to take the next step? Y4iT poses this challenge, together with its objective of inspiring the youth and recognizing them as key drivers in the Information Technology industry.
Academic Tours provide students from all over the Philippines comprehensive information and communication technology (ICT) related seminars. Visiting students from other schools are provided with a quick course on technology topics of their choice.
